what is it and how do i change it ?

i cant release the seats to fold down from the boot area as the cables seem to be disconnected - the seat releases work fine on the seats themselves but the levers wont work - the cable is there but not attached - ideas please ? I tried reataching them but they have clearly been on an adventure prio...

it seems an over zealous MOT man discovered a TAFMET egr simulator, which i think fools the egr valve into thinking its open. its been on at least 5 years ( before we bought it as an ex lease car) and had no idea it was there as we have never done anything to the car - just drove it.
