Uprating Headlights

Lights on my B3 are poo to say the least in fact the Hella DE's seem to throw out no more light than standard unit so dose anyone know a good way of getting them a bit brighter? Have thought about using a B4 wiring harness to see if they are any better as I think I read somewhere they are more heaver duty, if so do I have to use the hole harness or just part of it?
