Passenger head restraint stuck

My front passenger head restraint is stuck in it's lowest position, my wife is a short a*** so it's not a big deal but it annoys me that it wont move,
I can get my hand in and open the gap between the seat and the restraint and the slide clip does move in and out but it doesn't change anything, the damned thing is stuck fast!
Is there some sneaky way to release it? I have reefed on it pretty hard and it wont budge.
