Boost problem and black smoke but turbos fine

Ok so I have a boost problem in my Passat it whistle when I accelerate.i have checked all boost pipe are connected and checked for visual damage to pipes but can't see a problem there doesn't seem to be a lack of power but I took it out the other day and it had none but then took it out again and the power was back. Can anyone help me please .
