Braking issue - hard pedal when pumping

Hey guys,

Got a b5.5 2004 1.9 TDi - only had it a couple of months, done some research on here but can't find the immediate answer.

Basically if I pump the brakes (while idling) the pedal gets hard, if I wait it becomes softer again, if I Rev it becomes soft straight away. So I'm thinking vaccum leak, and it's not able to keep up once I'm using it up?

I've whipped a few pipes off the vaccum system and resealed, but it's not making any difference, I've heard some things about rusty servo / master cylinder so I pulled the battery and check the plenum chamber - the plugs were in but no water (and I live in Manchester, which is an ugly urban rainforest) - I don't fancy spending the couple of hundred quid on the servo / ms if it's not that combo - anyone got any other suggestions?
