Mk4 golf fuel gauge gone mad

Mk4 1.8t fuel gauge started acting erratically the other day, with the reading jerking up to full scale and staying there. I have heard of fuel sender issues but this seems to be the cluster as it does the same under a vagcom sweep test. Check out the videos... has anyone ever seen this?

I have heard of blown fuses causing odd things on the clusters but I reckon this might be a cluster replacement job.
