6n polo headlights

My polo headlights have me baffled when I turn the side lights onthe dipped beam comes on quite dull as well As the side light bulbs but if the engine is off only the side lights come on, the car was driven through a deep puddle before I bought it and the water had come into the cabin, the fuse box was soaked but is dry now with no corrosion on any connectors altho I havnt had the lights out yet to check them and its in for mot next tuesday want every thing sorted asap as im now in a rush to get it on the road and have it as a rolling prohject.
