T5 sluggish with blacksmoke

I know its not a passat but my T5 has a 1.9 PD motor in it engine code BRR.
The problem is it is sluggish at low revs and belches black smoke out the back get to 2000 rpm smoke clears and then it drives ok no limp mode no vac or boost leaks or fault codes it doesnt do this all the time but when it does it can stall the engine. It has an electric EGR valve and a normal vac operated VNT I am totally stumped by this any body have any suggestions of what could be causing this problem I asked on T4/T5 forum and best suggestion was boost leak which was my my first thought but I have checked all hoses and intercooler vac pipes are also all good. It has just had a top end rebuild 3000 miles ago with all new belts and full service.
