Power loss problem

Hi I recently bought a 2006 passat b6 engine code BKP with a power loss problem. Since then i try to track the problem and been at a car repair shop they told me that the turbo is bad and send it to a refurbishing garage for turbos. The guys there performed a celeaning on the turbo and said that the turbo it s alright. Mount it on the car again the same problem. In vcds it showed the error
16618/P0234 - Boost Pressure Regulation: Limit Exceeded. I didn't have time to check the n75 valve so i let a few weeks passed, i run another vcds and the error doesn't show up anymore. Then went to another shop, they told me that the turbo need to be refurbished, i told them that this was done one month ago and nothing happened. They insist to take the turbo down. What shall i do? I ve made a run in 3rd gear and this is the log.
