Engine won’t crank over only getting a buzzing noise !

Hi can anyone help. My 2007 19TD will not start in fact it won’t even turn over , all I get is a buzzing noise coming from behind the dashboard speedo/Rev counter but I can’t see what it is !
The battery is new Exide and is holding charge at 12.5v, all other electrics are working fine. Has anyone had a similar experience and can tell me what I need to do .
