Front wing rotten and falling apart!

Hello all,
Just as i thought everything was going ok with this car, i noticed the wing has suddenly started to fall to bits around the arch lip..!
I think the previous owner said it had been repaired because a gate blew into it so its probably full of filler.
I dont think it being lowered has helped either, the tyres dont quite rub but its close, so im sure thats help knock the rust out of place. That would be how it appears anyway.
So what to do, is it repairable with a bit of filler and a spray or should i just replace the wing?
Anyone any ideas of costs for this? Any help much appreciated!
