Diesel pump in 1.9td b4

Hi there! I've got a 94 b4 Passat with a 1.9td umwelt engine, I have recently found out that this is the Eco engine and cannot easily be tuned, true??? My question is can I bolt a 1.6td jr pump on, is it a straight forward fit?? Any help appreciated! Thanks
