engine hesitates when cold

Hello all,
My 03 tdi engine has started to hesitate or run rough when cold lately. I have also lost about 8-10 mpg. I have the car for the last 75k mls and always got 54-56 mpg on a long run. Now I'm lucky to get 48 ish. The car starts normally, but after driving it for about 2 mls and when the engine is still cold it will splutter a couple of times and then return to normal operation. I have no engine mgt light and haven't had the opertunity to read the ecu. Just wondering if anyone has had this issue before and what are the lightly fixes.
