thermostat or coolant temp sensor?

for the last week the coolant temp guage has stopped reaching the midway point and seems to go between about the quarter mark to just under midway. when really hot on a run its still going to just under midway but seems to go back down very quickly when i reduce speed. heater still gets warm. is this more likely to be a stat failing or coolant temp sensor.
