B5 1.8 N/A hunting with no power below 3k revs.

I'm asking on behalf of a friend.
His car is also an automatic.
The engine hunts at idle. Serious lack of power below 3000rpm. Once he's got the car up to that mark, it seems fine. Obviously with the gear change, it is the same up to 3k revs again.
He has found no air leaks.
He has cleaned the throttle body.
He has also had it recalibrated today. A code found that the upper limit of the throttle body had been reached.
The MAF and 02 sensor have been replaced.
Any ideas or thoughts thrown in would be greatly received.
