front wing to bumper mount

I have tried allsorts of things to get this to line up, there is a plastic mount screwed to the front of the wing with two "clips" which would seem to be intended to clip into the bumper, do you have to take the bumper off to get this to line up there doesn't seem to be enough room to get the bumper to line up and as it was getting dark we gave up but there is a larger gap between the wing and bumper than I think there should be
