Headlights are rubbish

Hi everybody, my 04 waggons headlights are in my opinion dangerous at night, happy with the high beam, but dipped is like candle power, iv polished the lenses with in an inch of there life they look like new, iv tried uprated halogen bulbs, Led bulbs which are now illegal for MOT, wots your thoughts to rectify my problem, is there a complete headlight upgrade or is it just a case of put up with it, I love the car had it 5yrs now but if I can't sort it we will have to part company as a last resort.
