new member car probs

Hi . i have just purchaesd a 55 plate 1.9 s impressed with car had skoda superb elegance before but car has a few probs.
*washer jets not working no noise coming from them
*hard too start when cold engine fault flashes with a steering wheel light aswell
*when engine is running there is a tapping coming from engine sounds like tappets on an old petrol engine gets faster when revved got from garage that said they will do work but i dont trust them ( got car for 2000 with 139.000 on clock and full sh) dont think it has right oil and maybe could be a valve prob.
