Hi peeps just need some and advice on tis problem

I was driving 80mph last night and all of a sudden there was a feeling of loss of power and the car slowed it self down and whenever I tried to accelerate it would not go any faster
I then pulled over on hard shoulder and restarted the car and all seemed to be fine until when I got to 7mph it happened again.

This morning I was driving and engine managment light came on and it said emissions and another thing I had noticed is that there is a constant whistle/whine coming from engine bay
