New turbo

Hi guys drive a 1.9tdi bxe 105bhp
The turbo is being replaced with another standard turbo but a brand new one.
Will the car feel different with a new turbo ie, smoother, quicker etc.
At the moment it's whistling like no tomorrow and it's overboosting and garage saying it's down to the turbo the vanes have packed in or something
