shock failing

Hi. Can the shock absorber fail without any leak of fluid? i have fitted Sachs a year ago, and it feels like its getting too soft, especially on the front passenger side. Also a lot of swerving when windy on going above 75mph. Tracking has been done and checked, control arm bushes replaced, drop links replaced and there is no leak from shocks. also noticed when driving slowly and hitting a small pothole with the passenger side, causes car body to move side to side slightly...
