heater issue

i have two issues with my heayer firstly the fan only operates on position 4 the second issue is once it eventually gets to 90 degrees when im running along the motorway i will get heat out of it for around 30 seconds and you can see the temp guage droping so any insight is gpoing to be very helpful my car is an 08 1.9 tdi ..
